During its regular session, the Florida Legislature approved three legislative priorities proposed by the City of St. Petersburg as part of its 2025 Legislative Agenda. These include the “No Vehicle Wake Flood Zone” provision, the “Yes in God’s Backyard” provision, and regulations for “Crane Safety During Emergencies.”
Mayor Kenneth T. Welch emphasized the significance of these approvals: “The passage of these state legislative priorities underscores our focus on two of St. Petersburg’s Pillars for Progress: Neighborhood Health & Safety and Housing Opportunities for All.” He expressed gratitude towards the legislative delegation and other contributors to these initiatives.
The “No Vehicle Wake Flood Zone” provision is part of SB 462 and addresses resident concerns in flood-prone areas like St. Petersburg. This measure prohibits reckless driving through flooded streets that can create damaging wakes. Councilmember Brandi Gabbard highlighted its importance, stating it provides law enforcement with necessary tools to ensure safety during increased flooding events.
SB 1730 includes the “Yes In God’s Backyard” provision, allowing local governments to collaborate with faith communities to build affordable housing. Mayor Welch has been an advocate for this initiative since 2024, working with local legislators including Rep. Vicki Lopez to secure its passage.
The “Crane Safety During Emergencies” regulations are part of SB 180 and set statutory obligations for crane operations following a crane collapse in downtown St. Pete. The city aims for stronger laws but views this as a crucial first step towards improved safety standards.
St. Petersburg acknowledges Rep. Lindsay Cross, Sen. Nick DiCeglie, Sen. Darryl Rouson, Rep. Michele Rayner, and Rep. Linda Chaney for their roles in supporting these provisions which are expected to be signed into law soon.
